Bug#448939: exim4: Please build-depend on libdb-dev instead of the virtual package libdb4.6-dev

If this is a virtual package now, whyt is the correct way to specify
"I want to have this package linked against version X of libdb, until I
manually change debian/control to point to version Y instead"?

I guess, when 4.7 is released, libdb-dev will be 4.7 and libdb4.6-dev
will suddenly be a real package again, is this correct?
