Bug#451633: exim4-config: whitelist should override SPF and DNSBL checks

A host added to local_host_whitelist should prevent SPF and DNSBL
checks to be made.

Currently it is impossible for an SPF enabled host to whitelist
forwarders which do not rewrite the sender address.  See:
