Perhaps it means that, but it doesn't currently work that way: when I
run 'dpkg-reconfigure exim4-config', I have to answer several questions,
but finally the answers I give will not be used due to the exim4.conf
file. This is confusing. Moreover, someone who has chosen the exim4.conf
way on purpose (to shut up debconf) wouldn't want all these questions
(which are more annoying than a one-line warning IMHO). So, I think that
if the exim4.conf file is present, the user shouldn't have any question
to answer.
