One possible fix would be to have exim not deliver to home directories
that are outside the /home diectory tree, but one would need to have
an exception list for people who would like delivery to non-/home home
directories, and doubtless other people would stand up and say that
they would rahter have exim refrain from delivering to /home/foo for
some foo account.

I am going to tag this wontfix since the package has a mechanism to
prevent delivery for system accounts, and more special cases will make
the configuration more clumsy and error-prone. Due to the number of
implications, I think that this change should be left to the local
admin.
