"debconf (>= 0.5) | debconf-2.0" is added by debhelper expanding
${misc:Depends}, "debconf (>= 1.4.69) | cdebconf (>= 0.39)" is set
manually 

  * debian/control: have exim4 depend on debconf (>= 1.4.69) | cdebconf
    (>= 0.39) explicitly to allow usage of debconf error template type.

Fixing this bug currently could only be done by dropping
${misc:Depends}, which I am unhappy to do, since something else that
is useful could could come out of it in the future.

Which is why I am marking this as wontfix and blocking by the
respective bug in debhelper.
