Bug#443210: exim4-config: Debconf doesn't prompt for dc_relay_domains when dc_mailtype is smarthost

I am not sure whether it is worth to consider this a bug. A possible
workaround is to edit /etc/exim4/update-exim4.conf.conf with an editor.
