Commenting out line 96 bypasses the error.  Clearly the
empty arguments are causing the error.

my workaround diff of /etc/init.d/exim4f:

Rolled back dpkg to 1.14.16.6 to insure start-stop-daemon
wasn't the culprit.  No difference.
