Bug#477239: exim4-base: empty argument in init.d prevents starting

In what I think is "daemon-light" mode, at boot time, or when running
/etc/init.d/exim4 directy, attempting to start exim fails with

	exim: incompatible command-line options or arguments

This is with "QUEUERUNNER=no", and nosing around suggests the
"${SMTPLISTENEROPTIONS}" argument is empty, and that exim doesn't like
getting an empty argument at the end of the command line.

Bug 476987 asks for lsb-base's "start_daemon" to strip empty args, as
it's done in the past apparently, but I would think /etc/init.d/exim4
probably oughtn't put quotes around "${SMTPLISTENEROPTIONS}" etc if it's
not meant to be an empty arg when SMTPLISTENEROPTIONS etc is unset or
empty.
