Nothing should have messed with it -- it was a brand new install on a
fresh server.  However, something managed to break the file.  It was not
(yet) me because I hadn't gotten past the reconfig.

"apt-get remove --purge exim4 exim4-config"
 followed by a re-install got rid of the symptoms

Re-installing mailman didn't cause the problems again either.

So, I guess it's solved.  FWIW, it was on a Xen VM.
