Bug#471486: exim4: FTBFS if environment variable LANG is set

Subject almost says it all. exim4 refuses to finsih build:

chmod 755 /home/michael/exim4-4.69/debian/lynx-dump-postprocess
lynx -force_html -dump debian/README.Debian.html | /home/michael/exim4-4.69/debian/lynx-dump-postprocess > debian/README.Debian.tmp
Died at /home/michael/exim4-4.69/debian/lynx-dump-postprocess line 17.

The reason for this failure is the locale. Setting LANG to C fixes it.
In fact only resetting LANG to C for the call of lynx is sufficient
because lynx omits the German keyword "Verweise" instead of the English
"References" when using the German locale.
