The updated Vietnamese translation for the program file: exim4

(I have no idea why this file isn't the current version, since I have  
it in my SVN working copy. I definitely updated exim4 in January this  
year, and would have sent it in, but the current exim4 file shows a PO  
modified date of 2006! Hopefully, sending this in again will fix the  
problem.

Christian, I'm copying this to you in case I'm doing something wrong  
with the BTS info and that's why my Jan 2008 update didn't make it  
through. I hope this is OK. :) )
