Bug#498996: exim4-config: unclear upgrade procedure regarding debconf handling changes

Package: exim4-config
Version: 4.69-6
Severity: normal
exim4-config asked whether to install a new exim4.conf.template. I answered
"N", as i usually do. Then, the package failed to install with a hint to
read the NEWS file. However, it's unclear to me that to do now. I gues that
the instructions are buried in there sentences:
It _is_ necessary to either accept the offered configuration file
change _or_ to manually check a manually changed exim config. Exim
will _NOT_ run if a configuration file of an older version is
being used with a more recent exim4-config.
What exactly is meant by "manually check a manually changed exim config"?
What exactly should I look for? What exactly should I change from what to
what?
Regards,
Tino
