Hello,
I think that the condition "!acl = acl_local_deny_exceptions" should be
added to defer blocks because this verb causes mails to be rejected while most users
expect mails from a sender listed in /etc/exim4/sender_local_deny_exceptions to
be accepted (even if it causes a "temporary error")
Currently, defer verb is used in the "SPF check ACL" and causes messages for
which SPF query can't be done (because of a misconfigured DNS for example)
to be rejected and there is no means to make them be accepted.

By the way, exim4-config_files is outdated and still mentions former filenames.
