Bug#581193: info file installed incorrectly

Hi,

The exim4-doc-info packages install two files, one called
'filter.info.gz', the other 'spec.info.gz'. For some reason, they are
not registered properly, which means that the info file can only be read
by way of calling 'info spec', rather than 'info exim4'. Calling 'info
exim' brings up the 'filter.info.gz' file, which is also incorrect.
