The eximon script fails to determinate the location of the log file if
it is set to ':syslog' or 'syslog:'. The reason is that it falls back to
log subdirectory of spool directory what is completely wrong as the
default log directory is /var/log/exim4.

So please fix that in /usr/sbin/eximon to default to /var/log/exim4 in
that special case or (less preferable) set a symlink from
/var/spool/exim4/log to /var/log/exim4.
