I added a line of the form
    tls_dh_min_bits = N
to the file
    /etc/exim4/conf.d/transport/30_exim4-config_remote_smtp_smarthost
for N = 512, 256, and 64.  Each time I ran update-exim4.conf and restarted exim4.

I'll try your way and see if that works for me.  (I'll also let CMU
know about their short key length).  Thanks.
