Bug#689334: exim4_refresh_gnutls-params not shipped any longer, but cron script still expects it

/usr/share/exim4/exim4_refresh_gnutls-params is not shipped any longer,
but /etc/cron.montly/exim4-base still expects it:

>     # TLS enabled
>       # refresh GnuTLS parameters via external script
>         /usr/share/exim4/exim4_refresh_gnutls-params

It seems that the monthly script could be removed as well.
