This has already been discussed a while ago here:

At this time, the request had been rejected:

The situation has since evolved: bcron-run is now registered a third
possible cron-daemon and systemd-cron has been fixed upstream to follow policy;
it can now also parse all crontabs provided by individual packages in /etc/cron.d/ .

Can you please reconsider depending on "cron | cron-daemon | anacron (| fcron)".
