Bug#798236: clean-up: drop dependecy on fcron

Dear maintainer,

exim4-base depends on
"cron | cron-daemon | anacron | fcron",
but fcron has been removed from the archive in 2011;
so I guess it can be trimmed from depends.

This will trim debcheck repport and may
help to find real problems.
