Bug#818091: exim4: add socks support (SUPPORT_SOCKS / EXPERIMENTAL_SOCKS)

Dear Maintainer,

It would nice to enable SOCKS support. In 4.86 this is enabled with the
compile-time flag EXPERIMENTAL_SOCKS, in 4.87 this has been stabilised as
SUPPORT_SOCKS.

This is useful when travelling and the local network is being shitty, which can
make reportbug silently fail since it uses the local exim4 daemon.
