For information, Debian bug #837535 [1] (closed and archived)
and upstream Exim.org bug #1885 [2] (closed and tagged wontfix)
probably turn out to be instances of the Debian bug whose log
you are reading, #244724 [3].

For users affected by this issue:  the aforementioned Exim.org
bug log details a thorough and apparently effective workaround.
(The workaround is probably not new, but the discussion with
upstream developers in the Exim.org bug log is unusually
informative.  The discussion starts with an incorrect premise
of mine, but ends with a fairly clear understanding of the
problem by everybody involved.)
