Bug#885149: exim4-base: exim4 and SMTPUTF8

Dear Maintainer,

exim4 isn't able to use SMTPUTF8 in it's default configuration within
Debian.
According to
https://www.exim.org/exim-html-current/doc/html/spec_html/ch-internationalisation.html
this is a decision to take while compiling exim4 (you need libidn and
libidn2 and some additional configuration lines in the Makefile, see
src/EDITME), so this is not something you can configure afterwards.

I'd like to ask you to enable this in exim as a default. I already had
the situation that a normal site tried to send a mail with UTF8-Header
and it got bounced back to the sender.
