Hello,
Afaict the only place where the binary package changes locale settings
is in exim4-config.config:
alias coloncolon2oe="env -u LC_ALL LC_CTYPE=C sed -e ...."

And that part has not changed for a long time. :-(

Does
env -u LC_ALL LC_CTYPE=C /bin/echo blah
also throw the error on your system?
