The 17 line warning at write_header() is only written once and not
updated. Thus user A sees a 2 line warning, user B sees a 12 line
warning, user C sees a 17 line warning, all depending on what year they
originally installed exim4.

In fact it would be much cleaner to just say
# See the current warning in .../README.conf.conf
and maintain that instead.
