The use of SMTPS is rather standard these days - (thunderbird, k9 outlook etc.. ) all support this.
Without openSSL one can't have a smart-host transport with: driver = smtps
A breadcrum for others: According to exim.org docs one must recompile and change USE_OPENSSL=yes in Local/Makefile to USE_GNUTLS=yes
It could be there needs to be two packages - exim4-gnutl and exim4-openssl
At the very least the README.Debian should start out with which version it is.
