Bug#930692: make 998 line limit more obvious

I recently stumbled over our own line length limit of 998, which we have
set in the remote_smtp_smarthost transport and implemented a macro to
turn this off locally. I had to search for a couple of minutes and ended
up on debianforum.de when looking for "transport_limit = 1".

I am wondering whether we should make this search easier by setting the
transport_limit to a weirder number such as, incidentally, 998, making
it easier to find the right case when googling for it.

There should also be an explanation in the transport file.
