The best method to submit a valid bug report in Debian is to install the
reportbug package and use reportbug.

Not accepting a message due to incorrect authentication data is a reject
in the broadest sense. Especially when the categories available are just
"received", "delivered" and "reject".

Chances are very high that Debian is not going to do a local patch
changing this. I think you're best services with reporting your issue
upstream at https://bugs.exim.org/ - they might be in a better situation
to address it.
