What are uid 107 and gid 111 on the affected system? Are there
dpkg-statoverrides present in the system?

The maintainer scripts do only chown to Debian-exim, in the alphabetic
representation.

The log gets created by exim proper. This having the wrong user/group
means something "deeper".
