Bug#981399: exim4-daemon-light: declares scan API 3.1 while it uses 4.1

Hi!
#963251 changed the provides for -heavy from:
    exim4-localscanapi-3.1
to:
    ${localscanabiversion}
so it automatically sets the proper version.

Alas, this change hasn't been applied to -light, making it misdeclare
the API it provides, thus making sa-exim fail to work.

(sa-exim also needs to be recompiled, #981398)
