/var/spool/exim4/msglog.OLD is only used if a specific exim4 setting is
enabled which is not enabled by default. So enabling this requires a
local manual step and when you do it you can also mkdir the directory
with specific local permissions. You can use dpkg-statoverride
which you could not use before, but that is a small win, imho.
The benefit-cost-ratio seems to be off, shipping an empty directory in
millions of installations that is going to be useless for all but a few
installations.
