Bug#998908: Two identical messages about paniclog

If there was a paniclog entry,
then even if the problem is already fixed,
root will get *two identical* messages the next boot.
One is enough.

(Never mind the actual entry (failed to expand...) I already fixed that.
That is not my point.)

exim paniclog /var/log/exim4/paniclog on jidanni.org has non-zero size, mail system might be broken. Up to 10 lines are quoted below.
