Bug#1054492: exim4: please fix documentation about QUEUEINTERVAL in /etc/default/exim4

QUEUEINTERVAL in /etc/default/exim4 no longer works (according
to tests and to debian/NEWS), while it is still documented in
debian/debconf/conf.d/retry/30_exim4-config, which contains:

# effective retry-time depends on the frequency of queue-running, too.
# See QUEUEINTERVAL in /etc/default/exim4.

This should be updated.
