SPF is already included, retitling.

Regarding linking against OpenDMARC: That is unlikely to happen.
libopendmarc has a history (https://bugs.exim.org/show_bug.cgi?id=2783
https://bugs.exim.org/show_bug.cgi?id=2728) of breaking its ABI and
seems to be dead upstream, too (Last commit two years ago).
