Bug#1014058: exim4-daemon-heavy: please compile with DMARC support

Dear Maintainer,

in the configuration `_HAVE_SPF` is defined for binary package
`exim4-daemon-heavy`, therefore it seems that `SUPPORT_SPF` was
enabled in the sources via `src/src/EDITME` and is well pre-configured
in the `exim4-config` package.

But `SUPPORT_DMARC` seems currently not to be set in sources
`src/src/EDITME`.  Is it possible to enable it for the binary package
`exim4-daemon-heavy`?

Enabling `SUPPORT_DMARC` is requiring a new dependency to
`libopendmarc2t64`.
