Is the smarthost actually reachable from your host? Try with telnet.

That looks like a /var/lib/exim4/config.autogenerated taken as static
config file. May I ask why you chose not to use the Debconf-based
scheme, and why you didn't take the (commented) exim4.conf.template as
template for your config file?
