Hello,
No, you should not need to touch the configuration at all. Regular delivery
to a file or directory (respecting LOCAL_DELIVERY) is handled by
900_exim4-config_local_user, which is only used if the previous
routers like 700_exim4-config_procmail declined. And
700_exim4-config_procmail will be triggered if ~/.procmailrc exists.

You can use
exim4 -bt yourlogin
to verify this.
