Being a member of the Debian exim4 maintainer team, yes, I am pretty
sure.

Looks like you're using the split config option.

The decision whether split or non-split config is used can be seen in
/etc/exim4/update-exim4.conf.conf.
Now, you _really_ need to read
/usr/share/doc/exim4-base/README.Debian.gz.
