[Pkg-exim4-users] can't connect to port 25 from other than localhost

This looks like you told exim to listen only on 127.0.0.1 (which could
easily be determined using netstat -an).

This is controlled by the dc_local_interfaces option in
/etc/exim4/update-exim4.conf.conf, empty means "listen on all
interfaces".

This is at least clearly mentioned in the debconf templates, and the
update-exim4.conf manpage has been clarified in SVN in response to
your question.
