exim 3 is a completely independent package. We don't have any saying
about what happens. I surely hope that exim 3 will be removed in
Debian etch, due for release in late 2006.
Actually, exim 3 packages in Debian sarge and later versions say on
installation:

exim 3.x and 4.x

This is a package of exim 3.x. This is no longer supported upstream,
and only remains in debian to support users with existing exim 3
installations. We strongly reccommend exim 4.x (which is in the exim4
package) for new installations. We suggest users with existing exim 3
installations consider upgrading, particularly if they have fairly
simple configurations.
