Debian has the tendency of seperating software that has had its
configuration scheme changed severely independently. It's the same for
apache and apache2. Since there is no way to cleanly upgrade exim3 to
exim4 without user intervention, we chose to do so for exim as well.

That warning is also displayed when a downgrade is forced. Just
verified it.

exim 4 is indeed installed by default for new sarge installs.

When you upgrade woody to sarge, you end up with a new exim 3, and
IIRC without warning. Too lazy to verify this.
