And that was a debconf question issued by exim 4? The debconf
templates for exim4-base or exim4-config do not mention parsing the
exim 3 config file, and they do not mention any db libraries.

Does it say which line in the config file? Can you paste all
config entries which refer to dbm her?

You probably need a special aliases router which handles your virtual
domains. I'd rather do this than modifying the system_aliases router.
Principle of least surprise.

That should work, but you cannot test this way. I'd suggest
debootstrapping a chroot to stage the upgrade.
