Ah. Broken Microsoft stuff. Run exim on Port 465 with tls on connect.

/etc/default/exim4
SMTPLISTENEROPTIONS='-oX 465:25 -oP /var/run/exim4/exim.pid'

and add
tls_on_connect_ports = 465
to the main part of your configuration.

exim is not an IMAP server. It does SMTP only.
