In that case you are using the tar file from exim's web site for the
wrong reason. Install the debian package, throw your handcrafted
configuration into /etc/exim4/exim4.conf and the whole Debian "magic"
is switched off.

BS. Compare:

apt-get install exim4-daemon-heavy

with

download tarball
setup EDITME, selecting the wanted features
install build-dependcies
compile

$EDITOR /etc/exim4/exim4.conf
