Yes. Behavior like that is generally frowned upon in Debian though.
You are not supposed to restart a daemon belonging to a foreign package.

If so, it would be good to use invoke-rc.d which has hooks to allow
the local admin to interfere with restarting the other daemon.

Actually, I don't see any need to change anything in the exim4
packages to support things that are frowned upon, but already possible
and which are not used by any current third-party package.
