An MTA always receives and send. It cannot send a message it didn't
receive.

I am thus interpreting your query that you want your _system_ to only
send messages. The easiest way to accomplish something like that is to
have exim listen on 127.0.0.1 only as mentioned in the documentation.
Some process on your system might want to send out notifications via
SMTP to localhost.

However, limiting which process or binary can deliver a message to
exim is extraordinarily hard and IMO not worth the trouble.

If you know how to reach your goal with sendmail, you can of course do
so. I suspect that it is as hard with sendmail as it is with exim.

You might want to explain in a little more detail what exactly you
intend to accomplish.
