Can you please send the contents of
/var/lib/exim4/config.autogenerated.tmp and the output of
OUTPUT=all  /usr/share/bug/exim4-config/script

That is something different. Is your exim binary still suid root? What
are the privileges of /var/log/exim4 and /var/log/exim4/paniclog?
