local_interfaces holds a list of _IP addresses_, not interfaces. It is
kind of a misnomer, but the name is wrong upstream. We are not going
to move away from what upstream suggests.
More information about local_interfaces can be found in spec.txt 13.1
through 13.2 and 13.8.
