[Pkg-exim4-users] exim4 not running... even in test

What could be wrong is that your Exim is unconfigured.

I suggest that you type

dpkg-reconfigure exim4-config

Answer all the questions you need to.

This will put the correct settings in your update-exim4.conf.conf file 
and restart exim for you.
