Why? Please read the document accessible via the link I posted.
Chances are that you're using fetchmail and are having a common
problem which already has a common solution.

Looks like you are not using split config.
Please:
$ /usr/sbin/exim4 -bV | grep Configuration
$ grep dc_use_split_config /etc/exim4/update-exim4.conf.conf
