That file is neither in the Debian mailman nor in the Debian exim4
packages. Where did you find it? What information is there?

Debian's documented ways to interface mailman with exim do not use the
system_aliases router, so setting SYSTEM_ALIASES_PIPE_TRANSPORT is
unnecessary. It does not hurt much, either.
